         There are 2 methods used for IP Lookup.
1- Find the IP address that you want to trace. You can find a website's IP address on Windows, Mac, iPhone, and Android platforms.
Click the search bar. This is the white box below the "IP Address or Host name" heading.
Type in the IP address that you found.
Click Lookup IP.
Review the results.
Public and Private IP.
          A public IP address is an IP address that can be accessed over the Internet. Your public IP address can be found at What is my IP Address page.
Private IP address is used to assign computers within your private space without letting them directly expose to the Internet.
192.168 mean?
         192.168.0.0 is the beginning of the private IP address range that includes all IP addresses through 192.168.255.255.
For perspective, one common IP address assigned to home routers is 192.168.1.1. This IP address is used because the router is on the 192.168.1.0 network.
Mobiles has IP Address.
         Mobile phones are just like any other device on the internet. They have to have an IP address in order to talk to any other device on the internet. The IP address might be assigned by the cell phone carrier's network, or by the WiFi network the mobile phone is connected to.
Mobile has Static IP.
          No, mobile devices generally don't have a static IP address and instead use DHCP to get a dynamic IP address.
An Android device can both be connected via WiFi, and 3G or 4G, which obviously has different IPs. The IP address on 3G and 4G will also change every time it reconnects.

4- Use Mobile Network (Slow and not encrypted).

8- Circumvent IP restrictions.

          Hacking someone through their public IP address is very difficult. That is because internet service providers and routers have firewalls. However, hackers who obtain your IP address can get a hold of some very valuable information about you, including your city, state, and ZIP code.
